1. Call to Order and Roll Call


The meeting was called to order at 5:17 p.m. Commissioners present: Michel Li, Nicholas Persky, Jina Bae, and Michelle Kong. There was quorum. Staff present: Phimy Truong.

2. Approval of Agenda (Action Item)


There was no public comment. Commissioner Kong, seconded by Commissioner Bae, moved to approve the agenda. This motion was approved by acclamation.

3. Approval of Minutes (Action Item)

There was no public comment. Commissioner Kong, seconded by Commissioner Bae, moved to approve the minutes to the meeting of September 26, 2013. This motion was approved by acclamation.

5. Business (All Items to Follow Discussion and Possible Action)


A. Review and research past priorities related to youth employment and immigration

Committee Chair Li asked her colleagues to spend the bulk of committee time reviewing past YC priorities related to youth employment and immigration issues. She spoke about how important it was to understand previous priorities so that current commissioners can carry forward institutional knowledge with each passing term. She also asked peers to take notes and write down questions regarding past priorities.

She asked staff to print out additional documents related to the YC’s previous work on the following:

• San Francisco Summer Jobs+,
• urging for youth involvement plans to be created and considered in new negotiations,
• hosting an Immigrant Youth Summit
• urging for the creation of a Deferred Action for Childhood Arrivals (DACA) resource website on the school district’s main site,
• having a DACA resource day in San Francisco,
• continuing meeting with various youth employment service providers

Commissioner Persky, being the only commissioner serving his third term, provided a detailed overview of each of the projects former commissioners worked on. Ms. Truong also answered clarifying questions.

B. Setting committee goals and developing an action plan

Commissioners spent time planning for preliminary research on the Office of Civic Engagement and Immigrant Affairs (OCEIA), and following up on the city’s summer jobs+ program. Commissioners then spent some time preparing for a future presentation on both issues. Commissioners worked together to develop a plan on how to move forward. There was no public comment.

C. Research organizations which work with immigrant youth

Each commissioner committed to researching and getting in contact with at least one youth organizations which serves immigrant youth and families.

6. Staff Report


A. Programmatic updates

Ms. Truong provided the following updates: the YC office would be closed on Monday, October 14th in observance of a holiday; Ms. Carpenter would be out of the office next week; the Youth Justice and Executive committees would be meeting the next week; the free MUNI for youth art and photo contest still needed more applicants and applications for the pilot program were still being accepted at the school district. Ms. Truong also shared that the FMFY coalition were planning on bringing small groups of youth to City Hall on Thursday, October 24th to share their personal experiences of riding MUNI. Commissioners expressed interest in participating, and agreed to start their committee meeting on October 24th from 5:00pm to 5:30 p.m.
