1. Call to Order and Roll Call


The meeting was called to order at 6:47 p.m. Commissioners present: Michelle Kong, Joshua Cardenas, Angel VanStark, Nicholas Persky. Absent: DeAsia Landrum. There was quorum. Staff present: Allen Lu.

2. Approval of Agenda (Action Item)


There was no public comment. Commissioner VanStark, seconded by Commissioner Persky, moved to approve the agenda. The agenda was approved by acclamation.

5. Business (All Items to Follow Discussion and Possible Action)


A. Executive officer updates

Commissioner Kong provided an update on her work: Impact SF conference, Girl Rising documentary screening, Vision 2025, Children’s Fund, the completion of 1-1 check-ins with commissioners, meeting with teachers to discuss Youth Advocacy Day 2014, and meeting SAC with Commissioner Persky.

Commissioner Persky added that in addition to meeting with SAC members, he completed his 1-1 check ins. He also wrote a Free MUNI For Youth article which made the front page of his school newspaper. He will also be meeting with his Supervisor’s office next week to discuss the Youth Voice ordinance.

Commission Cardenas updated the committee on legislation in the upcoming Full Youth Commission Meetings including the 10-Year Plan to End Chronic Homelessness, the joint Sugar Sweet Beverage Tax, and the Transit Amendment proposed by Supervisor Avalos which will make Free MUNI For All Youth permanent and include 18 year-olds. He also shared that he has updated the YC Leg Affairs database.

Commissioner VanStark shared his recent activities: attending the BOLD Awards at the LGBT center and a Turning Wheels for Kids event. He also shared that he will not be able to attend the upcoming December 2nd Full Youth Commission meeting due to a request this past week to travel for work. The committee had a discussion on whether his attendance can be authorized, and spoke about the possibility of revisiting the Attendance Authorizations in the bylaws.

Mr. Lu updated the committee on Commissioner Landrum’s recent visits to the Paul Revere Middle School, which led to a presentation by the youth at the upcoming full youth commission meeting, and a Free MUNI For Youth presentation at the Street Law Class at Wallenberg High School with Angelina Yu from Chinatown CDC.

B. Committee goals: status updates and prepare for 1-on-1 meetings

Commissioners shared their experiences with 1-1 Check ins thus far which included encouragement of commissioners to take action now, understanding the need for creating follow up questions to presenters, and a decision to track and share notes on 1-1 check-ins with each other.

C. Approve the agenda for the December 2nd, 2013 full Youth Commission meeting

Commissioners reviewed the multiple requests for items on the upcoming full meeting agenda. Commissioners agreed to have the following items on the agenda: hearing on a legislation referred to discuss and evaluate San Francisco’s 10-Year Plan to Abolish Chronic Homelessness, a presentation on the Overview of the Affordable Care Act, a presentation on Cleaner BART stations from Generation Citizens at Paul Revere Middle School, and a presentation from BMAGIC (Bayview Mobilizing for Adolescent Growth in our Communities).

There was no public comment.

Commissioner Van Stark, seconded by Commissioner Kong, made a motion to approve the agenda for the December 2nd, 2013. This motion was approved by acclamation.

D. Bay Area Youth Commission collaboration

Committee members discussed the idea of having a gathering to discuss Bay Area Wide Issues, or having individual Commissions share their work, or beginning with just individual outreach via phone/skype to various commissions. They also discussed whether this would be open to all Executive Committee and Committee chairs; only Chair, Vice Chair, and Committee Chairs; Everyone; or just chairs. The committee decided to bring all of these possibilities to the Full Youth Commission.

E. Issue-based committee reports

Mr. Lu reported on the presentation received at the Education, Health, & Wellness Committee from Peter Lauterborn, Supervisor Mar’s Office, and Shape-Up SF. The committee learned about the health impacts of sugary drinks, the campaign ads large soda companies held, and the legislations proposed by Supervisor Weiner and Mar. Commissioner Cardenas asked the EC to consider a presentation from Shape-Up SF at the December 16th Full Youth Commission meeting. Mr. Lu also mentioned that Coleman Advocates will be presenting at the next committee meeting on their “Solutions, Not Suspensions” campaign.

Commissioner Persky reported on the presentation received at the Youth Employment and Immigration Committee by Glenn Eagleson from DCYF on 1) Summer Jobs Plus and Community Benefit Agreements (CBA’s) and 2) how the city can better provide opportunities and support for undocumented youth.

Commissioner Cardenas reported on the presentation received by California Lawyers for the Arts and their experiences with their youth being racially profiled by SFPD. They also discussed the impacts of gentrification in the Mission District. He also shared the goals established by the committee: 1) Restorative Justice Practices for those in the system, 2) support for CBO programs such as Project What and Success Center who work with youth with incarcerated parents, 3) following up on the 3 recommendations from 2012-2013, and 4) following up with the Recreation Yard access at juvenile hall.

Commissioner VanStark was not present at the last Housing, LGBTQ, and TAY committee meeting and referred to staff. Mr. Lu noted that there was a follow-up presentation/meeting with Glenn Eagleson on how to support TAY youth. He shared that Commissioner Wu will provide a better context at the Full Youth Commission Meeting during committee reports.

6. Staff Report


A. Programmatic updates, reviewing upcoming events and capacity building workshops offered to commissioners

Mr. Lu provided the following updates: The Youth Commission Office will be closed Thursday and Friday for Thanksgiving this week; the “Our Children, Our City” Youth Town Hall will be happening on Thursday, December 5th from 4:30-7:30pm at St. Mary’s Cathedral Events Center at 1111 Gough Street; staff, commissioners, and SAC representatives had an initial mid-year retreat meeting where topic areas were collectively created. Commissioner VanStark happily proclaimed the appointment of Denesia Webb onto the Youth Commission’s District 10 seat, and Commission Cardenas followed up that she will be joining the Youth Justice Committee!

The meeting was adjourned at 7:50 p.m.
