1. Call to Order and Roll Call


The meeting was called to order at 4:20 p.m. Commissioners present: Kong, Cardenas, Landrum, Persky. Commissioner tardy: Landrum. There was quorum. Staff present: Phimy Truong.

2. Approval of Agenda (Action Item)


There was no public comment. Commissioner Cardenas, seconded by Commissioner Persky made a motion to approve the agenda. This motion was approved by acclamation.

3. Approval of Minutes (Action Item)


A. December 11th, 2013

There was no public comment. Commissioner Cardenas, seconded by Commissioner Landrum, made a motion to approve the minutes to December 11th, 2013. This motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)


There were none.

5. Business (All Items to Follow Discussion and Possible Action)


A. Executive officer updates and scheduling special committee meeting on December 20th, 2013 to approve January agendas

Commissioners each provided an update on their ongoing outreach and officer duties. Commissioner Kong and Persky then facilitated a discussion on the last full YC meeting of December 16, 2013. Commissioner VanStark provided a brief overview on the last full meeting, starting with the multiple presentations, the low energy of the commission, and the fact that all commissioners were in the midst of finals week. Feedback provided to the Executive Committee included: making an effort to plan an agenda that is well balanced of different presentations and conducive to engaging discussion with commissioners, being mindful of commissioners schoolwork and finals, and being considerate of peers. Ms. Truong offered suggestions to follow up with the rest of the commission, and reminded committee members that being a youth leader means to take note of your peers and actively listening to feedback. Commissioner Landrum provided additional suggestions.

There was no public comment.

B. Approve the agenda for the January 6th, 2014 full Youth Commission meeting

Committee members then agreed to a short agenda which would include basic standing agenda items, and the following: second reading of Commissioner Wu’s resolution regarding supporting the Homeless Bill of Rights; a first reading of Commissioner Persky’s resolution on supporting youth voice at public hearings by scheduling hearings at an after school time; an update on Commissioner VanStark’s town hall in District 8, and a review of the mid year retreat agenda.

Commissioners asked clarifying questions. There was no public comment.

Commissioner VanStark, seconded by Commissioner Persky, made a motion to approve the agenda of January 6th, 2013. The motion was approved by the following: Ayes (4) – Kong, Cardenas, VanStark, and Persky. Nayes (1) – Landrum.

C. Approve the public notice for the January 11th-12th, 2014 full YC midyear retreat

Commissioners reviewed the public notices for the mid year retreat of January 11th and 12th, 2014. There was no public comment. Commissioner Persky, seconded by Commissioner VanStark made a motion to approve the public notices for January 11th and 12th, 2014 to be posted on the website. This motion was approved by acclamation.

6. Staff Report


Ms. Truong provided programmatic updates to commissioners. There was no public comment.

7. Adjournment


The meeting was adjourned at 5:16 p.m.
