1. Call to Order and Roll Call

Chair Chen called the meeting to order at 5:05 pm. Commissioners present: Rosa Chen, Noah David, Anna Bernick, E’mani Davis, Precious Listana, Lily Marshall-Fricker. Staff present: Allen Lu. There was quorum.

There was no public comment.

2. Approval of Agenda (Action Item)

Commissioner Listana, seconded by Commissioner Marshall-Fricker, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Bernick, seconded by Commissioner Davis, moved to approve the minutes from the last meeting. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

Students from SF State introduced themselves and asked some questions about the Youth Commission. There was no additional public comment.

5. Legislation Referred from the Board of Supervisors (All Items to Follow Discussion and Possible Action)

There was none.

A. Review and Finalize Policy & Budget Priorities

The commissioners read over their draft Policy & Budget Priorities on Declaring 2015 as the Year of Recognizing Homeless Youth, Fully funding the Plan for Affordable Housing for Transitional Age Youth, and Urging the Recreation and Park Department to Conduct a Recreation and Open Space Equity Analysis. They spent time and provided each other comments and feedback on how to strengthen each section. Commissioners agreed to work and finalize the sections over the weekend.

Members of the public shared that they were all students studying Recreation and Park, and found the Equity Analysis priority interesting. There was no additional public comment.

B. Timeline of Summer Goals for Priorities

The committee created a timeline of events and goals for the summer to follow up on their priorities. There was no public comment.

8. Executive Committee Report

Commissioner Listana shared with the committee updates regarding the presenters from the committee for the presentation to the Budget and Finance Committee on May 20th. She also asked about the question the committee would like to submit to Peer Resources for YouthVote survey, and the committee decided on “If you could improve one of these things with our parks, what would it be?” with six potential responses (more staff, extended lighting hours, no park reservations, free programs for all youth, jobs at RPD for youth, and increase safety.) There was no public comment.

9. Staff Report

Mr. Lu shared with the committee the Empowerment Conference led by CHALK this coming weekend. There was no public comment.
