1. Call to Order and Roll Call

The meeting was called to order at 5:15 PM. Commissioners present: Madeleine Matz, William Juarez, Luis Avalos-Nunez, Stephanie Li. Staff present: Monica Guzman. There was quorum.

There was no public comment.


2. Approval of Agenda (Action Item)


Commissioner Li, seconded by Commissioner Avalos Nunez, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

5. Presentations (All Items to Follow Discussion and Possible Action)


A. Presentation on SFUSD and Unaccompanied Minors
Presenter: Angelina Romano, Program Coordinator, SFUSD

Angie Romano gave a presentation on the work she does with the district. She used to be a social worker for Caminos and worked with SF International H.S. She is currently the UAC (unaccompanied alien children) coordinator for SFUSD.

In the summer of 2014 there was a huge influx of minors arrested at the border without a parent or guardian with them. These youth are known as UAC. Part of her role is to connect these youth with attorneys.

In 2014, the SF BOS gave 2.1M to help fund legal services for these youth.

6. Business (All Items to Follow Discussion and Possible Action)


A. Debrief presentation

The committee felt Angie Romano’s presentation was extremely informative. It helped them gain a better idea of the survey they want to work on.

B. Review and edit ELL survey and discuss next steps

The next steps the committee discussed were:

- Keep working on the survey (send it to Angie when done)
- E-mail the demographer from Stanford (review research that has already been done)
- Try to reconnect with youth from SAC who are interested in survey

C. Review 12N history and next steps

This item was tabled until another meeting.

D. Brainstorm and discussion of committee priorities

The committee discussed next steps for their committee priorities. They are as follows:

- Write a resolution supporting newcomers and UAC. There should be more funding for mental health programs for newcomers (in the form of mentorship groups or other culturally appropriate forms of mental health support.)
- Talk to Peer Resources to see if they would be interested in working together to have a mentorship program specifically for newcomers
- Focus on Newcomer H.S., Lowell and Balboa
- Conduct a hearing on “youth and family affordability”. Work with the HECS committee to hold this hearing. Beforehand both committees will think of specific questions they want answered. After questions are formed have one representative of each committee meet to discuss next steps (perhaps William and Giovanna as chairs of their committees).
o In addition to questions or comments on what needs to change, it would be good to also highlight “what has worked in your community?” (to help lessen or stop the affordability crisis in your neighborhood) Are there specific community organizations or policy work that has helped.

E. Review current pertinent legislation

The committee briefly went over the legislation that will be heard at the next full youth commission meeting.
