1. Call to Order and Roll Call

The meeting was called to order at 5:47pm. Commissioners present: Jillian Wu, Jessica Calderon, Luis Avalos and Cris Plunkett. Commissioner absent: Anna He. There was quorum. Staff Present: Leah LaCroix.

2. Approval of Agenda (Action Item)

Commissioner Calderon, seconded by Commissioner Plunkett, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Calderon, seconded by Commissioner Plunkett, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

Dr. Laurie Scolari, Director of OCOF and special assistant to the Superintendent of the SFUSD, introduced herself to the committee. She provided commissioner with a brief overview of the Our Children Our Families (OCOF) council. The council is charged with promoting coordination, increasing accessibility, and enhancing the effectiveness of programs and services of children, youth and families. The OCOF council is an advisory board charged with the following four major goals: 1) develop an outcomes framework that articulates the milestones we want all children, youth and families to reach, 2) develop a five-year plan with recommendations on how to reach the outcomes outlined in the framework, 3) ensure data sharing, and 4) a services inventory.

She asked the committee to complete, and distribute the survey to ensure that the council captures the students' and youth perspectives that inform the outcomes framework. She explained the responses will be anonymous, and by completing the survey students are entered into a raffle to win 5 Giants tickets to a home game in June of 2016.

Commissioner Avalos asked if the survey had a target age range. Dr. Scolari informed that the goal is to capture as many voices and experiences as possible, including primary and secondary school aged youth, transitionally aged youth, parents, and families.

Commissioner Calderon asked about the timeline for the survey and for the council. Dr. Scolari informed that the survey will closed Friday, January 15, 2016 at 4pm. The information from the survey will be used to inform the draft outcomes framework presented at the upcoming OCOF council meeting. Additionally, she informed that the council is charged with creating a 5 year plan based on the outcomes framework.

Staff offered to send an email the entire commission with a link to the survey.

5. Business (All Items to Follow Discussion and Possible Action)

A. Executive officer updates, check-ins

Commissioner shared updates about their holidays and upcoming academic responsibilities. There was no public comment.

B. Review of recent youth-related Board of Supervisors legislation

Commissioner Avalos informed the committee on legislation introduced at the Tuesday, January 12, 2016 Board of Supervisors meeting. He identified the following as legislation the commission may be interested in tracking;

• Amendment to the Due Process for All Ordinance sponsored by Supervisor Avalos
• Legislation urging healthy snacks on city property sponsored by Supervisor Ferrell
• Resolution calling for a Federal investigation in the SFPD in response to the death of Mario Woods sponsored by Board President Breed
• Reward for new information in unsolved homicide cases sponsored by Board President Breed
• Legislation calling for gender neutral bathrooms on city property sponsored by supervisor Campos
• Proposed charter amendment on affordable housing sponsored by Supervisor Jane Kim
• Upcoming committee hearing on police use of force
• Legislation calling for an investigation into an incase in fires in the Mission district sponsored by Supervisor Campos

C. Committee reports
Commissioner gave general updates on their respective committees. There was no public comment.

D. Prepare Mid-Year Retreat Content

Commissioners reviewed the proposed content for the upcoming mid-year retreat. There was no public comment

E. Approve agenda for January 16 and 17, 2016 Full YC Meetings/Mid-Year Retreat

The committee approved the agenda for the upcoming full Youth Commission meeting including the following non-standing items:

• Presentation on Policy Research and Resolution Writing
• Presentation on the City Budget Process
• Review of Core Content from Fall Orientation Retreat
• Presentation on the YC’s previous Budget and Policy Priorities report to the Board of Supervisors
• Presentation from YC committees—Civic Engagement; Housing, Environment, and City Services; Economic Justice and Immigration; and Youth Justice.

Commissioner Avalos, seconded by commissioner Calderon, moved to approve the agenda for upcoming full YC meeting/ Mid-Year Retreat. There was no public comment. The motion was approved by acclamation.

6. Staff Report

Staff reminded commissioners complete the OCOF student survey following the meeting. Staff also informed the committee on events in February and March which commissioners can participate in—further details will be announce as they are received.
