1. Call to Order and Roll Call for Attendance
Meeting was called to order at 5:20 PM.

Commissioners absent: Erica Kong, Jessica Calderon, William Juarez, Cecilia Nicole Galeano, Madeleine Matz, Hatim Mansori, Jarrett Mao
There was quorum.
Galeano and Juarez requested advance authorization. Commissioner David, seconded by Plunkett, motioned to approve absences.
Commissioners Kong and Commissioner Mao stated they would be late. Commissioner Calderon and Commissioner Matz previously stated they would be unable to make it.
2. Approval of Agenda (Action Item)
Commissioner Li, seconded by Commissioner Pating, moved to approve the agenda. This motion was approved by acclamation.

A. BOS File No. 160022 – [Due Process for All Notification]

Supervisor John Avalos came to give a presentation. In 1989 San Francisco started a sanctuary city program. In 2013 there were a lot of federal changes to how immigration interacts with local police enforcement. During this time San Francisco updated their due process for all emphasizing how the local law enforcement will contact immigration. This legislation is an update to the Due Process for All ordinance in line with the federal updates. This also takes away a loophole that gives the sheriff’s office ultimate discretion over this.

Chair Avalos-Nunez stated that he supports this legislation.
Jarrett Mao arrived at 5:50 PM.
Commissioner Plunkett stated that he feels the Youth Commission should support the socio-health of the community of San Francisco. Commissioner Bernick agreed with Commissioner Plunkett’s statement.
Commissioner Avalos-Nunez, seconded by Commissioner Bernick, motioned to support this legislation. Motion passes by acclamation.
B. BOS File No. 160065 – [Police Code – Paid Parental Leave for Bonding with New Child]

Legislative aide, Andres Power, gave an explanation of the paid parental leave for bonding with new child.
Commissioner He asked if there has been any opposition. Andres Powers stated that although there is strong support in some parts of the business community, there is concern in others.
Commissioner Avalos-Nunez asks if this applies to part-time workers as well. Andres Powers states that it applies to part-time workers as well.
Commissioner Plunkett wanted to know what the definition is for seriously ill for paid family leave. Andres Powers stated that this ordinance only applies to bonding with a child. The state paid family leave program is a piece of the disability program.
Commissioner Soto asked if this applies to women while they are pregnant. Andres Powers stated that this legislation is mainly to supplement the state’s leave program that mostly applies to the parent who isn’t birthing the child. For women who give birth, they have the option of the state disability program and the paid family leave program.
Commissioner Kong arrived at 6:15 PM
Commissioner Bernick asked if a woman has a baby who is premature, would this legislation apply to that situation. Andres Powers stated that that circumstance would fall under state disability program or the paid family leave program.
Public comment stated that she studied psychology and that all the studies show how important the first year of a baby’s life is and how crucial time spent with family is.
Commissioner Matz made a previous comment in support of this legislation. It was read into the record by staff Adele Failes-Carpenter.
Commissioner Bernick, seconded by Commissioner Li, made a motion to support. This motion passes by acclamation.
This legislation will be heard at the budget committee in mid-March.
C. BOS File No. 160109 – [Hearing Request on Department of Homelessness & City’s Comprehensive Action Plan to Address Needs of Homeless Residents]

There was no presentation for this legislation.
Commissioner Plunkett, seconded by Commissioner Soto, motioned to have his statement “asking the supervisors how they will support TAY” included in a referral response. Motion passed by acclamation.
Commissioner Avalos motioned to send a formal recommendation to the board to look for ways to create a committee to address family homelessness between SFUSD and a new department on homelessness. Seconded by Commissioner Li. Motion was passed by acclamation.
Public comment stated that there is a program called First Avenues in Hamilton family services which prioritizes students enrolled in SFUSD.
Commissioner He left the meeting at 6:38 PM.
7. Presentations (All Items to Follow Discussion and Possible Action)
A. Teen Domestic Violence Awareness Month Presentation
Presenter: Gagan Gill, Family Advocate, Casa de las Madres
Gagan Gill gave a presentation about the programs that Casa de las Madres has. Domestic violence prevention and intervention agency.
8. Youth Commission Business (All Items to Follow Discussion and Possible Action)
A. Youth Commission Motion 1516-AL-03 [San Francisco Youth Commission Denounces Racist Student Party in Our Public Parks]

Commissioner Pating read the motion into the public record. She then gave an update as to what’s happening at her school. She mentioned that this week her school is holding an event on what privilege is and on racial discrimination.
Commissioner Plunkett seconded it. Motion passed by acclamation.
9. Committee Reports (Discussion Only)
A. Executive Committee
Commissioner Wu gave an update on the executive committee. The EC started looking over the BPP of last year and seeing what will be carried on to this year.
B. Housing, Environment, and City Services Committee
Commissioner Soto gave an update on the HECS committee. They set deadlines for their goals. By next meeting they’ll have drafts of resolutions.
C. Economic Justice and Immigration Committee
Commissioner Li gave an update on EJI. They are working on two resolutions, one is increasing funding toward UACs specifically for mental health. The other is to include youth employment and workforce development in CBAs.
D. Youth Justice Committee
Commissioner Pating stated that they did not meet last week.
E. Civic Engagement Committee
Commissioner Bernick stated that they met with School Board commissioner Rachel Norton. They also had their YEA retreat on the 6th of February. They have a meeting scheduled with Commissioner Hydra Mendoza. They also have presentations on the 19th to the Mayor’s Disability Council and a meeting with assembly member Phil Ting on March 11th.
F. Our Children Our Family Council
Commissioner Wu stated that there has not been a meeting so no updates.
10. Staff Report (Discussion Only)
Adele gave an update that on February 23rd the Board of Education will vote on the Vote16 resolution. The 3rd floor lunch room will be open at 555 Franklin.
Assembly member Chiu meeting on Vote16 on Friday.

11. Announcements (This Includes Community Events)
Commissioner Wu had an announcement that on June 11th her family participate in the Relay for Life. If you’re interested in participating talk to Commissioner Wu.
