1. Call to Order and Roll Call for Attendance

Vice chair Wu called the meeting to order at 5:15 pm. Commissioners present: Wu, Marshall-Fricker, Li, Plunkett, He, Juarez, Galeano, Bernick, Mao, Pating

Commissioners absent: Avalos, Calderon, David, Kong, Mansori, Matz, Soto

Staff present: Adele Failes-Carpenter.

There was quorum.

Commissioner Matz noted present at 5:19 pm. Commissioner Avalos noted present at 5:20 pm.

2. Approval of Agenda (Action Item)

Commissioner Bernick, seconded by Commissioner Plunket, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Pating, seconded by Commissioner Galeano, moved to approve the minutes. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

7. Youth Commission Business (All Items to Follow Discussion and Possible Action)

A. Explanation and request for leave of absence by Commissioner Matz June 21, 2016 through August 15, 2016

The Vice chair called item 7A out of order. Commissioner Matz explained she had received an opportunity to work on a ranch out of state for the summer, although she realizes the youth commission is a year-round commitment. Commissioner Marshall-Fricker, seconded by Commissioner Juarez, moved to approve her absence. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

Vice chair Wu reopened item 4 at the request of a member of the public. Peter Warfield, with the Library Users Association, spoke and urged the Youth Commission to investigate and consider taking action against increased fines for library books, laptops, and tablets, which are currently affecting some 58,000 library users who have more than $10 in fines and are unable to use library services. Commissioner Galeano asked a clarifying question. There was no more public comment.

5. Presentations (All Items to Follow Discussion and Possible Action)

A. Presentation on restrictions on political activity

Vice Chair Wu then resumed the normal item of the agenda. Joshua White, of the City Attorney’s Ethics and Elections division, gave an overview of the restrictions on political activity memo for youth commissioners’ reference. He stressed that political activity is not allowed on city property or with city resources, and that youth commissioners should use an asterisk to identify their endorsement of political issues as for identification purposes only. He also explained that youth commissioners can respond to requests for information on the commission’s position on past legislation, but cannot take a position on a ballot issue and cannot urge the public to support or oppose a ballot issue. Commissioner Bernick asked a clarifying question. There was no public comment.

6. Legislation Referred by the Board of Supervisors (All Items to Follow Discussion and Possible Action)

There was none.

8. Committee Reports (Discussion Only)

A. Executive Committee

Vice chair Wu stressed the importance of summer attendance and explained that the executive committee was working on an annual report.

B. Housing, Environment, and City Services Committee

Commissioner Plunkett affirmed the HECS committee was working on budget and policy priority follow up.

C. Economic Justice and Immigration Committee

Commissioner Li explained that the committee was working on budget and policy priority follow up.

D. Youth Justice Committee

The youth justice committee had not met, but had last worked on preparing the budget and policy priority document.

E. Our Children Our Family Council

Vice chair Wu explained the council had met on May 26th and was working on its five year plan.

9. Staff Report (Discussion Only)

Director Failes-Carpenter shared several programmatic updates:
• She stressed the importance of summer attendance and the process for initiating a leave of absence request, per the bylaws
• She invited youth commissioners to participate in a presentation to SOMCAN youth at city hall on July 15th. Commissioners Wu, Bernick, He, Li, and Avalos were interested.
• She reminded commissioners of upcoming city department budget presentations, including JPD on June 17th
• She offered printed copies of the BPP’s. Commissioners Marshall-Fricker, Avalos, Plunkett, Pating, Bernick, Galeano, and Jaurez requested copies
• She reminded commissioners the Goodlett entrance to city hall is now open for public entry from 5pm-8pm
• She reminded of the jail replacement working group on Friday afternoon
• She invited commissioners to participate in upcoming DCYF input sessions on the Community Needs Assessment June 13th and 14th or online after June 8th.

Vice chair Wu congratulated recent graduates.
