1. Call to Order and Roll Call

The meeting was called to order at 5:21pm. Youth Commissioner committee members present: Leah LaCroix, Hillary Liang, Lily Marshall-Fricker, Mia Tu Mutch. Staff present: Mario Yedidia.

2. Approval of Agenda (Action Item)

Commissioner Tu Liang, seconded by Commissioner Tu Mutch, moved to approve the agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes

A. February 8, 2012

Commissioner Tu Liang, seconded by Commissioner Tu Mutch, moved to approve the minutes to the meeting of February 8, 2012. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

Zack Owen, a rising sophomore a School of the Arts, explained that he had come to the meeting because he was required to attend a public government meeting for a school project. Of all the meeting notices and agendas he came across, this one was the most interesting.

5. Business (All Items to Follow Discussion and Possible Action)

A. Free MUNI for youth updates

Committee members made flyers and a Facebook group in order to mobilize other young people to attend the two upcoming meetings at the regional transit planning and fundraising agency the Metropolitan Transportation Commission (MTC) where the free MUNI for Youth Coalition, of which the Youth Commission is a part, will be trying to secure the final $5 million needed to begin a 22-month pilot project of free MUNI for low-income youth. These meetings will be on Wednesday, June 13 at 9:30am and Wednesday, June 27 at 10:00am at the MTC headquarters, 101 Eighth St. in Oakland, CA, which is immediately adjacent to the Lake Merritt Bay Area Rapid Transit Station.

B. Committee work updates

Commissioner Tu Mutch updated her colleagues on the work she has been doing with the Department of Public Health (DPH) to create a training video on Lesbian, Gay, Bisexual, Transgender, Queer and Questioning (LGBTQQ) youth issues for youth-serving DPH employees and nonprofit contractors, as is required under a 1999 addition to San Francisco’s Administrative Code (Chapter 12N). (To be clear: Chapter 12N requires that all City employees at all City departments that work with youth, as well as all City contractors that receive at least $50,000 from the City), be trained in LGBTQQ youth sensitivity. The City has never been in compliance with this law, and the video that Commissioner Tu Mutch and DPH are making would be the City’s first step towards implementation.) The plan is for the video to be completed in the next two weeks and for training to roll out in July. Under Chapter 12N, the Youth and Human Rights Commissions are required to approve the training. Commissioner Tu Mutch said she would be working with staff and Youth Commission Chairwoman Leah LaCroix to determine the best way to do manage the approval process.

Staff Mario Yedidia updated Youth Commissioners on the so-called Housing Trust Fund Charter amendment introduced at the Board of Supervisors by Mayor Lee and a number of Supervisors on May 22, 2012. If placed on the ballot and approved by the voters, this measure would set aside hundreds of millions of dollars for affordable housing over the next 30 years; the measure would also incentive private real estate development by lowering and eliminating certain fees that affordable housing developers are required to pay under the City’s inclusionary housing requirements. After discussion, Commissioners agreed to request this measure be referred to the Youth Commission for comment and recommendation, perhaps at a special meeting in July.

Finally, Commissioners reviewed a press release, distributed just hours before by the Mayor’s Office, that announced Mayor Edwin M. Lee’s joint request, issued along with the mayors of a half dozen other California cities, that major banks pause foreclosure proceedings on indebted homeowners, in order to provide time to determine who is eligible for assistance under the joint federal-state mortgage settlement of which California is a part.

The meeting was adjourned at 5:51pm.
