1. Call to Order and Roll Call

The meeting was called to order at 4:54 p.m. Commissioners present: Angel Carrion, Ramon Gomez, and Paul Monge-Rodriguez. Staff present: Phimy Truong. There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Monge-Rodriguez, seconded by Commissioner Gomez, moved to approve the meeting agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. November 29, 2012
Commissioner Gomez, seconded by Commissioner Monge-Rodriguez, moved to approve the minutes to the meeting of November 29, 2012. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

Amy Harris introduced herself to commissioners and expressed interest in observing the committee meeting.

5. Business (All Items to Follow Discussion and Possible Action)

A. Check in

Commissioners each shared one positive and one negative thing about their week.

B. Work on committee priorities and S.M.A.R.T. goals (i.e., goals that are
specific, measurable, achievable, realistic and time-bound)

Committee Chair Carrion handed out copies of the most updated draft of the memorandum of understanding between the San Francisco Unified School District and the San Francisco Police Department. This draft included feedback from different stakeholder groups, including the Youth Commission youth justice committee members’ feedback. Commissioner Carrion explained that the current draft is with the school district’s legal department awaiting changes and edits from the SFPD. Committee members agreed to review the MOU thoroughly on their own time, and wait until their next meeting of January 3, 2013 to debrief and provide feedback.

Commissioner Carrion then asked committee members to give an update on their work on committee priorities. Commissioner Monge-Rodriguez shared that he had sent the committee’s report on analyzing survey results from detained youth at juvenile hall out to the Chief of Juvenile Probation, and requested an update on the cost of having the entire recreation yard accessible to youth. The Chief had responded to Commissioner Monge-Rodriguez’s email and will be sending estimated costs of recreation yard access by Monday, December 17th, 2012. Commissioner Gomez shared that he had spoken to Sheryl Davis, Director of Mo’ Magic, and would be organizing a date for committee members to meet with youth at Mo’Magic.

Commissioner Carrion also shared that he has heard from community advocates on the Juvenile Justice Providers Association, concerns regarding plans to allow probation officers to carrying firearms. Commissioner Monge- requested Commissioner Carrion provided him with community advocates contact info. Commissioners agreed to start researching articles and reports regarding the effects and dangers of having probation officers carry firearms. Commissioner Monge-Rodriguez requested that the committee research and look into the roles and boundaries of probation officers. Committee members also agreed to set up meetings with different community advocates and City violence prevention staff to talk about this issue.

Commissioner Carrion thanked his colleagues for their work.

6. Items to Report to Executive Committee (Action Item)

Committee members asked Commissioner Monge-Rodriguez to report to the Executive Committee on the Youth Justice committee’s work on their priorities.

7. Executive Committee Report (Discussion Only)

Commissioner Monge-Rodriguez gave an update on the Bay Area-wide Youth Commission summit planning meeting, and invited commissioners to join the next planning meeting in January 2013.

8. Adjournment

The meeting was adjourned at 5:54 p.m.
