1. Call to Order and Roll Call
The meeting was called to order at 5:00 p.m. Commissioners present: Angel Carrion, Ramon Gomez, Paul Monge-Rodriguez. Staff present: Phimy Truong. There was quorum.2. Approval of Agenda (Action Item)
Commissioner Monge-Rodriguez, seconded by Commissioner Gomez, moved to approve the meeting agenda. This motion was approved unanimously by acclamation.3. Approval of Minutes (Action Item)
A. December 13, 2012 Commissioner Monge-Rodriguez, seconded by Commissioner Gomez, moved to approve the minutes to the meeting of December 13, 2012. This motion was approved unanimously by acclamation.
4. Public Comment on Items not on Agenda (Discussion Only)
There were none.
5. Business (All Items to Follow Discussion and Possible Action)
A. Check in
Commissioners each shared their new year’s resolution.
B. Discuss memorandum of understanding between San Francisco Unified School District and San Francisco Police Department
Commissioners spent time looking over the draft memorandum of understanding which included feedback from community stakeholders. This draft was emailed out to committee members in December 2012. Commissioner Carrion explained that the draft is currently with the school district’s legal department awaiting additional changes from the SFPD. Commissioners discussed the current draft and agreed to keep pushing to get the MOU implemented by the spring of 2013. Overall, committee members were satisfied with the MOU. Commissioner Carrion expressed that he would like there to be more community input during the hiring process of school resource officers. Commissioner Carrion also expressed that he would like to have school resource officers meet with the principal more than once a semester. Commissioner Monge-Rodriguez expressed that he would like to see more accountability measures. Committee members then agreed to work towards making sure the MOU is implemented before their term is over.
C. Discuss estimates on large recreation area at Juvenile Hall
Commissioner Carrion went over the estimates regarding the construction of the large recreation area at Juvenile Hall. The Chief of Juvenile Probation had recently emailed the estimates to the committee. Committee members looked over the estimates for the construction of the athletic field with the new fence which totaled $811,114. Commissioners looked over the estimates and agreed to have Commissioner Carrion follow up with the Juvenile Justice Commission and the Juvenile Probation Commission to set up meetings with commissioners on the respective bodies to discuss this issue. Committee members would like the respective bodies to make the accessibility of the large recreation area their priority.
D. Plan next steps for observing SFPD training
Committee members agreed to table this item.
E. Exploring new committee priorities and set next steps
Commissioners discussed the Chief of Juvenile Probation’s recent proposal to have certain probation officers carry firearms. Commissioner Monge-Rodriguez shared notes from his meeting with some members of the Juvenile Justice Providers Association. Committee members agreed that they were opposed to the proposal and would like to attend the next Juvenile Probation Commission meeting of Wednesday, January 9, 2013. Commissioners then spent time drafting a flyer to inform community allies about this meeting, and agreed to outreach to youth advocates.
Commissioner Carrion left the meeting at 5:55 p.m.
6. Items to Report to Executive Committee (Action Item)
Commissioner Monge-Rodriguez, seconded by Commissioner Gomez, moved to report the following priorities to the Executive committee: the Youth Justice committee would continue working on urging the City to have the large recreation area be fully accessible to all youth detained at Juvenile Hall; the committee will be attending the Juvenile Probation Commission hearing on January 9th, 2013 to speak against the proposal to have probation officers carry firearms; and to continue to work on getting an MOU between the SFPD and SFUSD implemented by the end of the term. This motion was approved unanimously by acclamation.
7. Executive Committee Report (Discussion Only)
Commissioner Monge-Rodriguez stated that the Executive Committee will be meeting with the Oakland Youth Commission’s executive committee on January 18th, to continue planning the Bay Area-wide YC summit. He encouraged his peers to attend the meeting and help with the planning.
8. Adjournment
The meeting was adjourned at 6:24 p.m.
