1. Call to Order and Roll Call

The meeting was called to order at 5:06 pm. Commissioners Present: Tu Mutch, Wu, Marshall-Fricker. There was quorum.

Commissioner Tu Mutch opened with a check-in question, inquiring about committee member’s capacity and interests during summer. Commissioner Marshall-Fricker explained that after attending a leadership conference, she would be available and would be attending BOS meetings. Commissioner Wu explained that he would be available, outside of his two college courses, and would like to do research on fracking in California. Commissioner Tu Mutch explained she expected to have 3 hours per week to spend on commission priorities and would focus on 12N.

2. Approval of Agenda (Action Item)

Commissioner Wu, seconded by Commissioner Tu Mutch, moved to approve the agenda. This was approved by acclamation.

3. Approval of Minutes

A. April 22, 2013

Commissioner Marshall-Fricker, seconded by Commissioner Wu, moved to approve the minutes from April 22, 2013. This motion was approved by acclamation.

4. Staff Report

Staff members, Adele Carpenter and Allen Lu, invited committee members to participate in upcoming Youth Commission interviews. They also informed commissioners that the budget and policy priority hearing would be held Wednesday April 22, 2013. None of the committee members were available to present their particular priorities that evening.

5. Public Comment on Items not on Agenda (Discussion Only)

Member of the public, Julie Mezrag, asked a question about the committee’s housing priorities.

Commissioner Wu explained the committee’s past and upcoming work on TAY housing.
There was no further public comment.

6. Business (All Items to Follow Discussion and Possible Action)

A. Updates and Next Steps on TAY Housing Evaluation

Commissioner Wu suggested that the committee could hold an issue-focused full commission meeting addressing the youth housing crisis in June. The committee decided they would like to reach out to CBO’s to inquire about co-sponsorship and turning youth out to give testimony. The goal would be to produce a report or memo from the testimony given at the meeting. The committee would like to hear about: displacement, evictions, housing conditions, housing programs, and transitions to independent housing. The committee also decided they would like to have youth speak first before officials. Commissioner Wu volunteered to make a draft agenda of discussion topics and draft an outreach email to partner CBO’s.

The committee would like to reach out to: The LGBT Center CYC, Chinatown CDC, Chinese Progressive Association, POWER, PODER, SOMCAN, Tenderloin HC Youth Program, Larkin YAB, HIFY, and others.

The committee also discussed wanting to hold focus groups with youth in TAY housing, as well as front-line non-profit workers. Commissioner Tu Mutch suggested that finding a co-sponsor would be good, and that providing food to participants would be ideal.

B. Update and Next Steps for 12N

The committee reviewed the scheduling options for the 12N hearing and decided they would like to suggest a time when Commissioner Tu Mutch is present. The committee also reviewed the draft outcomes and objectives for the hearing.

C. Work on other committee priorities

The committee discussed the inclusion of TAY in the upcoming children’s fund reauthorization. They also discussed writing a letter of support for AB 1266 supporting accommodations for transgender students and decided to ask this be included at the next full commission meeting. Commissioner Tu Mutch updated her colleagues that the District Attorney had agreed to stop using condoms as evidence to prosecute sex workers. Committee members also discussed wanting to stay updated about the efforts of local youth workers in area non-profits to unionize. The committee also discussed a hearing on transgender safety to be held in Neighborhood Services and Safety the coming Thursday at 10am. Commissioner Tu Mutch expressed plans to attend and offer comment.

Committee members directed staff to inform the Executive Committee of their plans to introduce a motion to support AB 1266.
