1. Call to Order and Roll Call


Meeting was called to order at 4:45 p.m.

Commissioners present: Carrion, Monge-Rodriguez

Commissioners absent: Gomez

Staff present: Phimy Truong and Adele Carpenter

There was quorum.

2. Approval of Agenda (Action Item)


Commissioner Monge-Rodriguez, seconded by Commissioner Carrion, moved to approve the agenda. This motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

The chair called this item out of order.

Angela Chan, of the Asian Law Caucus, was present and discussed the work of local immigrant rights advocates. The immigrant Rights Coalition is asking that all ICE holds cease and that people are referred for usual due process, regardless of immigration status. There have been 784 deportations from SF since 2010. 70% were for non-serious offenses. Even when ICE is not called, fingerprints are being sent to ICE. The coalition would like to ask Youth Commission to take a position on this issue.

c. School-based work

Kevine Boggess was present to discuss Coleman’s work on willful defiance issues. There is a developing interest in barring suspensions for ‘willful defiance,’ which is an overly-broad, catch-all category that accounts for a large share of all SFUSD suspensions. LAUSD advocates won a similar ban as part of their “school climate” bill. There is also parallel state legislation, AB 420, which would get rid of the low standard for willful defiance. Locally, advocates would like to push for more funding and implementation support for restorative justice practices at the district, alongside the effort to ban suspensions for willful defiance. They are also reaching out to teachers to hear concerns and ideas.

a. SFPD

Committee members agreed to develop a more in-depth proposal for the distribution of ‘Know Your Rights’ pamphlets to present to SFPD. Commissioners Carrion and Monge-Rodriguez will take point on research for the first draft.

b. JPD

Commissioners directed staff to request a follow up meeting with Assistant Chief Nance.

A. Staff report


Staff reported back from the call with Dignity in Schools in Los Angeles. Staff also requested schedules from commissioners in order to schedule a committee meeting later in July.

B. Developing Briefing Documents on Committee Priorities

The chair tabled this item.

3. Approval of Minutes (Action Item)

A. June 6, 2013

The chair then returned to item 3. Commissioner Monge-Rodriguez, seconded by Commissioner Carrion, moved to approve the minutes from June 6, 2013. This motion was approved by acclamation.

Commissioner Monge-Rodriguez reminded the committee to look over the Youth of the Year award nominations.
