1. Call to Order and Roll Call


The meeting was called to order at 5:07 p.m. Commissioners present: Michel Li, Nicholas Persky, Jina Bae, and Michelle Kong. There was quorum. Staff present: Phimy Truong.

2. Approval of Agenda (Action Item)


There was no public comment. Commissioner Kong, seconded by Commissioner Li moved to approve the agenda. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)


A. June 25, 2013 (Document A)

There was no public comment. Commissioner Persky, seconded by Commissioner Bae moved to approve the minutes to the meeting of June 25, 2013. The motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

5. Business (All Items to Follow Discussion and Possible Action)


A. Presentation on the International Institute of the Bay Area’s Bay Area Deferred Action for Childhood Arrivals Collaborative & outreach work to immigrant youth
Presenter: Irving Pineda, DACA Outreach Coordinator, International Institute of the Bay Area

Irving Pineda provided an overview on his work as the Outreach Coordinator for the Deferred Action for Childhood Arrivals (DACA) program at the International Institute of the Bay Area. Mr. Pineda spoke about the Bay Area DACA collaborative which has been tasked with raising community awareness about the program’s benefits, resources offered, and working with Bay Area DACA legal service providers. The outreach team is comprised of DACA approved individuals and an outreach team member has been assigned to each of the 10 Bay Area counties participating in the collaborative. Mr. Pineda shared that the numbers of Asian Pacific Islander (API) immigrants participating in DACA has been very low, and asked commissioners for support in increasing awareness in API communities.
Mr. Pineda also spoke about upcoming social media related contests, and asked committee members to help spread awareness of the scholarship opportunities available to DACA youth.

Commissioners asked clarifying questions about the Bay Area DACA collaborative. There was no public comment for this item.

B. Review 12-13 priorities related to youth employment and immigration
(Document A)

Ms. Truong provided an overview on prior Youth Commission’s employment and immigration related issue priorities. Commissioner Persky provided a detailed overview of former commissioners’ work related to youth employment. He spoke about past resolutions related to Summer Jobs+, youth involvement plans, and DACA. Ms. Truong also shared that the committee has formerly worked closely with the Office of Civic Engagement and Immigrant Affairs, as well as the Department of Children, Youth, and their Families on both immigrant and employment related issues.

Commissioners asked clarifying questions related to former priorities. There was no public comment on this item.

C. Committee goals

Commissioners discussed at length their varying issue based interests and goals for being on this committee. Commissioners reviewed their goals and outlined several points of interests for the committee to focus on. They are as follows:

* follow up with San Francisco Summer Jobs+ program and learn more about the potential year-round program
* get an update on how SFSJ+ 2013 is going
* learn more about how Deferred Action for Childhood Arrivals program is working for SF participants
* update on the usage of the SFUSD’s DACA resource website
*learn more about how SFUSD supports immigrant youth
* work with and learn more from the various organizations that provide support to immigrant communities in SF
* DACA approved youth and employment/training opportunities
* receive an overview of the Office of Civic Engagement and Immigrant Affairs and learn about the department’s various opportunities and programs
* receive an overview of the Department of Children, Youth, and their Families, and the Office of Economic and Workforce Development’s youth related initiatives
* research recent city wide initiatives related to supporting immigrant communities
* research having an Immigrant Youth town hall/summit/convener meeting
*follow up on the recently passed Due Process for All ordinance




D. Elect Committee Chair

There was no public comment.

Ms. Truong provided an overview of the responsibilities of a Committee Chair. Commissioner Persky nominated Commissioner Li for the position of Committee Chair. Commissioner Li accepted. The committee then unanimously agreed to elect Commissioner Li to be the committee Chair. Commissioner Persky then nominated Commissioners Bae and Kong to be Vice Chair. Commissioners Bae and Kong both accepted their nominations. The committee then unanimously agreed to elect Commissioner Bae to be the Vice Chair of the committeee.

6. Staff Report


A. Review schedule and YC business calendar

Committee members reviewed the commission’s all meeting calendar and discussed their respective availabilities and capacities. There was no public comment.

B. Programmatic updates

Ms. Truong provided updates on ordering business cards, the Free MUNI for youth art contest, and information on a youth focus group about the Children’s Fund. There was no public comment.

7. Adjournment


The meeting was adjourned at 7:01 p.m.
