1. Call to Order and Roll Call
The meeting was called to order at 4:02 pm. Commissioners present: Edelhart, Gomez, Cardenas, Webb; Staff present: Phimy Truong, Adele CarpenterThere was quorum.
2. Approval of Agenda (Action Item)
Commissioner Cardenas, seconded by Commissioner Gomez, moved to approve the agenda. This motion was approved by acclamation. There was no public comment.3. Approval of Minutes (Action Item)
A. November 26, 2013 (Document A)Commissioner Gomez, seconded by Commissioner Cardenas, moved to approve the minutes from November 26, 2013. This motion was approved by acclamation. There was no public comment.

A. Updates on SFPD-SFUSD MOUStaff updated commissioners that the MOU was set to go on the Board of Education agenda for January 7th. The committee discussed reaching out to allies to plan for the January 7th Board of Education meeting. Commissioners practiced writing and reading public comment. Commissioners were interested in learning more about the following: whether a press conference would be held; the length of time the MOU will be effective for, once approved; what post-signing implementation plans and collaboration will look like; will private schools and charter schools be included in the DGO that results from the MOU?; What changes is SFPD asking for in the MOU?
B. Prepare agenda for meeting with Chief Juvenile Probation Department
Commissioners discussed the recent opening of a garden project in the rec yard at Juvenile Hall that will provide detainees with one hour a week of outdoor education. The committee members discussed items to bring up with JPD at an upcoming meeting: The Rec yard; Appropriate staff for learning more about transition services; the plan on arming probation officers; Does the department track youth with incarcerated parents?; Does the department want to join the 12N work group?
C. Work on committee priorities and goals
Denesia introduced herself to the committee and explained she is interested in working on youth justice issues as they affect District 10, she has an interest on police relations in her neighborhood, and she believes that she has access to a lot of resources and ideas from her experience with programs at her school. Other commissioners welcomed her and explained why they had joined the committee.
Adele Carpenter updated the committee that Project WHAT was seeking support reaching out with their survey to youth with incarcerated parents. She also updated the committee that staff had reached out to the District Attorney’s office for a presentation on restorative justice programs.
Committee members expressed interest in learning more about the Interrupt, Predict, and Organize plan. Staff agreed to send the plan to commissioners and reach out to the Mayor’s Violence Prevention Unit. Committee members were also interested in asking community orgs about their impression of the plan.
Committee members discussed following up with Spotlight on the Arts regarding their youth arts campaign on youth-police relations. Committee members prepared questions for their meetings with appointing officials.
