1. Call to Order and Roll Call

The meeting was called to order at 5:06 pm. Commissioners present: Marshall-Fricker, Van Stark, Wu, Flores; Commissioners Absent: Landrum; Staff present: Adele Carpenter

There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Van Stark, seconded by Commissioner Marshall-Fricker, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

Commissioner Van Stark, seconded by Commissioner Marshall-Fricker, moved to approve the minutes from February 24, 2014. There was no public comment. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

5. Staff Report

Staff member Adele Carpenter, reminded commissioners about the CAHRO youth session planning meeting Friday. Commissioner Wu could come. She reminded commissioners Monday’s meeting would be long. She discussed the scheduling of a youth led workshop on the City College accreditation crisis from Chinese Progressive Association. Committee members said suggested Friday the 28th would be good, or Monday the 31st at or after 4:30 pm. She also let commissioners know about a community forum on City College issues happening Thursday.

6. Business (All Items to Follow Discussion and Possible Action)

A. Review committee recommendations for Children’s Fund and PEEF
(Document B and C)

Committee members discussed the following recommendations and recommended them to Eric Wu for the writing of the Children’s Fund resolution:

• Cultural sensitivity training for youth-serving city-funded providers, with an emphasis on serving transgender youth
• Support for GSA’s and student-led LGBTQ initiatives in schools
• Including the disconnected TAY population in the Children’s Fund: The committee favors the inclusion of TAY in the Children’s Fund. In addition to the assessment of the need for new programs, the committee favors first expanding the fund to simply include TAY in existing community programs that area already serving TAY. They noted that right now, community programs regularly have to change intake information in order to include young people in need in their programs. This leads to unreliable data regarding program useage. The inclusion of TAY in existing programs would support TAY and allow for more data integrity and ability to assess who needs and uses our community programs
• Commit to including all high school seniors in youth-serving programs as a stop gap measure
• More youth philanthropy programs for youth-led school-based projects
• Technical assistance with housing searches, using craigslist, preparing for roommate interviews, preparing financial documents, etc for youth and TAY
• Education on housing and tenant rights for youth and TAY
• Fund technical support for youth and TAY to sign up for healthcare through school sites: SFUSD and City College
• Create a “one stop shop” where youth can sign up for services and connect with opportunities. This will create more transparency and accountability in services being provided

B. Action-planning workshop for Spring off-site housing town hall

Commissioner Van Stark agreed to reach out to the LGBT Center regarding meeting space. Commissioner Wu agreed to reach out to CCDC re: meeting space. The committee discussed holding the event the first week of May. Commissioners worked on the social media outreach and agendas for the event. They asked staff to reach out to people who may be able to dramatize housing rights issues. They also asked staff to reach out to MOHCD and HOPE SF and follow up on other orgs that might be willing to provide food and prizes.

C. Review other committee priorities\

Eric Wu provided an update on his work writing a resolution regarding youth commission recommendations for the Children’s Fund.
