1. Call to Order and Roll Call

The meeting was called to order at 4:32 pm. Commissioners present: Wu, Marshall-Fricker, Landrum, Flores, Van Stark.

There was quorum.
 

2. Approval of Agenda (Action Item)

Commissioner Flores, seconded by Commissioner Landrum, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

4. Presentations (All Items to Follow Discussion and Possible Action)

A. Presentation on Affordability and Housing as Youth Issues
Presenters: Mia Tu Mutch, Citywide TAY Advisory Board Member; Natalia Arguello-Inglis, Lowell Student and Housing Advocate; Larkin Street Youth Advisory Board Members

Mia Tu Mutch, Natalia Arguello-Inglis, Rosa Chen, and Jay Torres shared insights from their personal experiences meeting affordable housing needs and highlighted the importance of affordable housing and anti-displacement as youth issues.
 

5. Business (All Items to Follow Discussion and Possible Action)

A. Youth Breakout Discussions on Affordability Homelessness, Habitability, Displacement, and Evictions

The chair called this item out of order. Youth participants discussed issues faced by youth living in SRO’s and Public Housing, facing eviction and displacement, dealing with concerns around affordability and minimum wage, and living in shelters or transitional housing programs for TAY.

There was no further public comment.

B. Presentation on Youth Advocacy Opportunities on Housing and Displacement
Presenters: Avery Yu, Mission Films; Youth Commission Housing Committee; The Anti-Eviction Mapping Project

Avery Yu and Haley Jensen invited youth to participate in interviews for a youth-produced documentary on gentrification. Erin McElroy invited youth to join a youth oral history team to collect stories from youth experiencing displacement and eviction. Stacy Metcalf, from Larkin Street Youth Services, invited youth to attend a May 28th meeting on youth inclusion in the ten year plan to abolish chronic homelessness. Jina Bae, District 5 youth commissioner, invited youth to get involved in supporting funding to rehabilitate unaffordable public housing. Eric Wu, District 3 youth commissioner, invited youth to join him in writing op-eds about displacement issues.

C. Presentation on City and County Approaches to Needs for Affordable Housing for Youth
Presenters: Alison Schlageter, Youth Programs Coordinator, HSA Housing and Homeless Division; Jeff Buckley, Senior Advisor, Office of Mayor Lee; Anne Romero, Project Manager, Mayor’s Office of Housing and Community Development; Glenn Eagleson, Citywide Lead for TAY Services

Jeff Buckley, Ali Schlageter, Teresa Yanga, and Glenn Eagleson offered insights on the city’s approaches to 1) developing affordable housing 2) securing existing affordable housing and 3) following through on the TAY housing plan to develop 400 units of TAY housing by 2015.

Unidentified members of the public asked clarifying questions.
