1. Call to Order and Roll Call

Acting Committee Chair Li called the meeting to order at 5:06 p.m. Commissioners present: Luis Avalos, Emily Guo, Michel Li, Joyce Wu, David Zheng. There was quorum. Staff present: Allen Lu.

2. Approval of Agenda (Action Item)

There was no public comment. Commissioner Wu, seconded by Commissioner Guo, moved to approve the agenda. This motion was approved by acclamation.

3. Approval of Minutes (Action Item)

There was no public comment. Commissioner Wu, seconded by Commissioner Zheng, moved to approve the minutes of July 10, 2014. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Review 13-14 priorities related to immigration and youth employment

Staff and returning commissioners reviewed highlights, accomplishments, and initiatives of this committee’s history in the past decade. Some of these included the reconstitution of the Youth Council, the urging of substantive investment in Youthworks, the creation of a youth inclusion plan for the MOEWD, pushing for Summer Jobs+ and evaluating doorway organizations, responding to America’s Cup Youth Involvement Plan, investigating stipend opportunities for undocumented youth, and consulting on the impact of the increase of the Minimum Wage for youth. The committee also learned about the historical efforts of their predecessors surrounding immigration: urging the BOS to adopt the UN Convention on the Rights of the Child which helped preserve San Francisco as a sanctuary city, holding an Immigrant Youth Summit in 2011-12, urged the SFUSD to streamline the process by which SFUSD students can apply for DACA with waived transcript fees, and hosting DACA Day at Mission CCSF with OCEIA.

B. Committee goals

The committee wants to follow up on the survey they created last year to see how much undocumented youth know about the services they can access, the draft resolution to waive DACA renewal fee, and jobs for undocumented youth (such as the Dreamers Fellowship and stipend opportunities). They also want to explore creative ways to promote DACA and dispel any fears, also reach out to the API community, diversify and expand job opportunities that are relevant for youth, and participate in conversations with the Youth Council.

The committee also drafted questions pertaining to Immigration and Employment. Afterwards, staff shared the opportunity to lead an educational breakout session on the Minimum Wage at the upcoming Youth Voters Forum (Oct. 14th). The committee members were excited and will all participate. They asked to table the planning of this meeting for next committee meeting.

C. Elect Committee Chair

The committee elected Joyce Wu as Chair, and Emily Guo as Vice Chair.

6. Staff Report

A. Review Meeting Schedule and YC Calendar

The committee members reviewed and approved of their meetings on the YC Committee Calendar.

B. Programmatic Updates

Staff extended CHALK’s invitation to their September 20th graduation. Committee members were also reminded to complete their paperwork. Staff also reminded and encouraged committee members to call on staff for any support.

7. Adjournment

The meeting was adjourned at 7:10pm.
