1. Call to Order and Roll Call
Chair Chen called the meeting to order at 5:04 p.m. There was quorum. Commissioners present: Bernick, Chen, David, Davis. Commissioners absent: Marshall-Fricker, Listana; Staff Present: Allen Lu.
2. Approval of Agenda (Action Item)
Commissioner Bernick, seconded by Commissioner David, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

A. Review Children’s Outdoor Bill of Rights
This item was called out of order and Chair Chen gave a re-introduction of the Children’s Outdoor Bill of Rights. She welcomed YC staff director, Adele Failes-Carpenter, who gave a presentation about the context of changes within Recreation and Park Department. She de-scribed the level of accessibility, services, and staff support that were available before 2010. After 2010, while the city was still in a recession, some city officials shifted the organization of the RPD towards an Enterprise model with the intention to make it financially self-sustaining by renting out facilities to private organizations.
The commissioners spent time discussing what the Bill of Rights does not say. Commis-sioner David pointed out that it does not say what kids cannot do. Commissioner Bernick added that it doesn’t talk about making reservations (in light of Mission Playground incident). Commissioner Davis shared that the Bill does not talk about the services RPD will provide, and the rights RPD will give to the youth. Commissioner David also added that that kids can currently do what the Bill of Rights suggests right now without it, and asked why this Bill is needed. He also wondered what an outreach plan for the Bill would look like after it gets passed.
The commissioners also reviewed the fact that the YC voted to co-sponsor the Bill of Rights last year when it was presented by RPD staff. When Supervisor Farrell introduced the a BOS resolution to affirm the bill, the Youth Commission asked for it to go to a committee and make it an afterschool hearing. Now that it will be considered as a piece of legislation that may guide city departments, the YC’ers want to consider it again, especially with the summer situation at Mission Playground. The resolution will be heard at the Full YC meeting on January 5th.
To prepare for the meeting, commissioners split up some research responsibilities. They al-so requested staff to connect with the Mission Playground Advocates and invite them to the January 5th Full YC meeting.

B. Vision Zero Updates
Commissioner Chen updated the committee on the Vision Zero Task Force meeting held on Tuesday, December 16th. She shared what Vision Zero was, the three “E’s,” and current progress made. The committee then spent time brainstorming outreach ideas and looking over a draft flier. Staff will share their ideas with the Coalition and the MTA.

C. Homeless Youth Priority
Committee members shared their research findings around the city’s, school’s, advocacy organizations’ policy goals to serve homeless youth. Commissioner Bernick suggested that she create a shared document where the committee can plug in research findings.

7. Executive Committee Report
Committee members were informed about finalizing their 1-1 Check Ins with EC members.

8. Staff Report
Mr. Lu updated the committee about Supervisor Mar’s recent news of his investigation into the possibility of charging a tax or fee on “zombie neighborhoods” or unoccupied homes in San Francisco.
Mr. Lu also informed the committee will be receiving a presentation about the TAY Housing System Assessment from the Harder+Company and the Corporation for Supportive Housing at their next committee meeting. He provided a brief overview of the committee’s priorities from the past two years and shared questions Youth Commissioners designed from an evaluation brainstorm.
