1. Call to Order and Roll Call


Chair Chen called the meeting to order at 5:03 pm. Commissioners present: David, Davis, Bernick, Marshall-Fricker, Listana; Chen. Staff present: Allen Lu. There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Bernick, seconded by Commissioner David, moved to approve the agenda. There was no public comment. The motion was approved by acclamation.

Commissioner Listana, seconded by Commissioner David, moved to approve the minutes from the last meeting. There was no public comment. The motion was approved by acclamation.

A. Review the 400 unit TAY housing YC policy priority.

Staff provided an overview of the Youth Commission’s history with providing TAY housing, beginning with the Transitional Task Force in 2006. He shared the goal of the TAY Housing Plan to provide 400 TAY units by 2015, funding availability from MOH, the stigma of homeless youth and difficulty of developing TAY units, the status (as of July 2014) of the city’s remaining 158 TAY units to be identified, the TAY findings from the Youth Commission’s “Key to the City” Youth Town Hall, and recommendations from last year’s Housing Committee.

Commissioner Davis inquired about the number of TAY youth today in San Francisco, and how many of them are homeless. Staff will review the 2014 Homeless Youth Count and get back to the committee. Commissioner Listana commended the good flow from last year’s resolution to “Fully Fund the plan for affordable housing for TAY” and suggested that the committee update the information with any new reports.

B. Planning for workshop with Larkin YAB

The commissioners decided on a time for the training and prepared an agenda.

C. Children’s Outdoor Bill of Rights Updates

Commissioners revisited and discussed questions they had for the Recreation and Park Department. Staff also shared with commissioners a potential YPAR training opportunity and inquired their interest.

There was no public comment.

7. Executive Committee Report

Commissioner Listana provided an update of Bio Videos, 1-1 check-ins, and an upcoming Youth Forum she is organizing for District 6 youth at Boeddeker Park. Commissioners Chen and Davis offered their support.

8. Staff Report

Staff reported on updates about Youth Advocacy Day, Lowering the Voting Age to 16, and the Summer Resource Fair at Balboa High School.
