1. Call to Order and Roll Call

The meeting was called to order at 5:12 p.m. Committee members present: Mia Tu Mutch, Alex Guzman-Ramos, Lily Marshall-Fricker, Vee Taumoepeau, and Eric Wu. Committee members absent: Vanessa Warri. Staff Present: Mario Yedidia and Adele Carpenter.

2. Approval of Agenda (Action Item)

Commissioner Marshall-Fricker, seconded by Commissioner Guzman-Ramos, moved to approve the agenda. The motion was approved unanimously by acclamation.

4. Business (All Items to Follow Discussion and Possible Action)

A. Plan for a hearing on the sensitivity training required for city employees and contractors under Chapter 12N of the San Francisco Administrative Code
Presenter: Commissioner Tu Mutch

Committee members discussed the goals of the 12N hearing. Commissioner Tu Mutch explained that the primary goal was to have city departments explain what has or has not been happening in relation to the implementation of LGBTQ sensitivity training for youth-serving staff, and general compliance with the 12N admin code. Another goal discussed was to identify staff in city departments who can carry forward best practices in the spirit of the 12N code. The committee discussed how these goals could be achieved in definite terms by discussing the need for a training budget, written commitments from departments, the identification of point people, and the possibility that the mayor could convene a committee or task force on 12N implementation, as had occurred with previous directives on TAY issues. The committee discussed the need for further research on the framing of the hearing and agreed to research best practices on serving LGBTQ youth. The committee members also discussed the timeline for the hearing, and are going to check back in about suggested dates for the hearing at their next meeting.

B. Work on other committee priorities

Commissioner Eric Wu discussed the plan to outreach to TAY housing advocates to get feedback on the TAY housing evaluation request. Commissioner Wu also discussed the background of the TIC/condo conversion lottery bypass fee introduced by Supervisors Wiener and Farrell. Commissioner Wu discussed the primary arguments for the legislation, as well as the primary points of opposition.
