1. Call to Order and Roll Call

The meeting was called to order at 5:10pm. Commissioners present: Mia Tu Mutch, Alex Guzman-Ramos, Lily Marshall-Fricker, Vee Taumoepeau, and Eric Wu. Staff present: Adele Carpenter, Mario Yedidia.

2. Approval of Agenda (Action Item)

Commissioner Taumoepeau moved to approve the agenda, seconded by Commissioner Guzman-Ramos. This motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

 

A. December 10, 2012

Commissioner Guzman-Ramos, seconded by Commissioner Taumoepeau, moved to approve the minutes to the meeting of December 10, 2012.

5. Business (All Items to Follow Discussion and Possible Action)



A. Resolution 12-13—07 Prioritize funding from the Housing Trust Fund for TAY (Commissioners Wu, Guzman-Ramos, Marshall-Fricker, Tu Mutch, Taumoepeau)

Commissioner Wu reminded his colleagues that this resolution had initially been brought forward some months ago and that he’d spent the last six weeks reaching out to get feedback from stakeholders in the affordable housing community, across City departments and in City Hall. Then, Commissioners read the resolution aloud. Subsequently, Youth Commissioners made modest edits and amendments, and happily sent the resolution forward to the Executive Committee, with the intention of placing the resolution on the agenda of the next upcoming full Youth Commission scheduled for Monday, February 4.

B. Motion calling on the Board of Supervisors to hold a hearing on the sensitivity training required for city employees and contractors under Chapter 12N of the San Francisco Administrative Code

Commissioner Tu Mutch reminded her colleagues that Chapter 12N of the Administrative Code consisted of a 13-year old ordinance requiring City employees who work with youth and nonprofit City contractors who work with youth to be trained in issues relating to sensitivity concerning lesbian, gay, bisexual, transgender, queer and questioning (LGBTQQ) youth. Commissioner Tu Mutch has been working with the Department of Public Health for over one year in developing a training video. To her knowledge, this training video constitutes the only attempt by any City agency to comply with Chapter 12N. In the service of getting more information about the City’s progress, if any, towards full compliance with Chapter 12N, and to generate more energy and urgency in the City Family around fully complying with the ordinance, Commissioner Tu Mutch was proposing that the full Youth Commission consider adopting a motion asking the Board of Supervisors to hold a hearing on this issue. The committee thought this a good idea, and forwarded this motion to the Executive Committee, with the intention of placing the resolution on the agenda of the next upcoming full Youth Commission scheduled for Monday, February 4.

C. Reviewing mid-year retreat notes

Commissioner Tu Mutch reviewed the policy areas-of-interest that committee members had expressed interest in exploring at the Youth Commission’s midyear retreat in early January. The committee had expressed interest in working on ways to prevent evictions of renters under the state Ellis Act, and Commissioner Tu Mutch asked Commissioner Wu to discuss the legislation currently before the Board of Supervisors that would allow current owners of Tenancy in Common (TIC) units to bypass the City’s lottery for condo conversion. After reviewing a San Francisco Chronicle article on this legislation, Commissioners agreed to further research this item and consider asking the full Youth Commission to weigh in on the matter. Commissioner Tu Mutch also discussed her interest in pursuing three issues: getting the City to track the number of LGBTQQ youth accessing social services; working with the District Attorney’s office to produce public service announcements that promote respect of transgender and gender non confirming people; and decriminalizing sex work.

6. Items to Report to Executive Committee (Action Item)



Commissioner Tu Mutch reminded staff be sure to bring the Housing Trust Fund resolution and motion calling for a hearing on 12N to the Executive Committee meeting; in addition, she requested that the Executive Committee be provided with an update of the committee’s policy areas-of-interest, with a special emphasis on the TIC/condo conversion issue.

7. Executive Committee Report (Discussion Only)



Staff Mario Yedidia announced that the Executive Committee had not met since the mid year retreat, but that work has progressed in the planning of the Bay Area Youth Commission Action Summit, and that those committee members who wanted to be more involved were welcome to participate in a 5pm planning conference call this Friday, February 1.
