1. Call to Order and Roll Call

 

Committee Chairwoman Sarah Armstrong called the meeting to order at 4:48 p.m.
Committee members present: Sarah Armstrong, Nicholas Persky, Mia Shackelford. There was quorum. Commissioner Betty Huey was absent, as she has school on Tuesday evenings. Staff present: Phimy Truong.

 

2. Approval of Agenda (Action Item)

 

Commissioner Shackelford, seconded by Commissioner Persky, moved to approve the agenda. This motion was approved unanimously by acclamation.

 

3. Approval of Minutes (Action Item)

 

A. Tuesday, March 20, 2012

Commissioner Persky, seconded by Commissioner Shackelford, moved to approve the minutes to the meeting of March 20, 2012. This motion was approved unanimously by acclamation.

 

4. Public Comment on Items not on Agenda (Discussion Only)

 

John Baldini, a student from San Francisco State University, introduced himself to committee members and expressed that he would be observing the meeting for a class assignment.

 

5. Business (All Items to Follow Discussion and Possible Action)

 

A. Summer Jobs+ update

Commissioner Persky shared with his colleagues the updates from his presentation to the Board of Supervisors’ Budget and Finance Committee meeting on April 11, 2012, and the Mayor’s public launch of a local Summer Jobs+ on April 12, 2012. Commissioners then discussed how to maintain oversight to ensure that disconnected youth and transitional aged youth (TAY) were prioritized in these summer youth employment opportunities, and how the committee can continue to be a part of the ongoing dialogue on Summer Jobs+ with the Board and the Mayor’s office. Commissioners then took a moment to watch Commissioner Persky’s presentation to the Budget and Finance Committee on www.sfgovtv.org.

B. Committee priorities update

Commissioner Armstrong reviewed the priorities included in the Youth Commission’s Budget and Policy Priorities for FW 12-13/13-14. Commissioner Armstrong recapped the amendments made to the Summer Jobs+ and Youth Involvement Plans priorities. Commissioner Armstrong thanked her colleagues for their work.

C. Research

 

Commissioner Persky shared with his colleagues Supervisor John Avalos’ question at the Budget and Finance Committee presentation, regarding work permits. Commissioner Persky stated that he felt the committee should now look into the accessibility of work permits, especially since a majority of youth in youth employment programs drop off their work permits from to get processed at School of the Arts (SOTA). Commissioners then did some research on common instructions given to students to apply for work permits, and on information to assist local educational agencies in the issuance of work permits on http://www.cde.ca.gov/ci/ct/we/wpfaq.asp . Commissioners also discussed reading out and looking into youth employment service providers, DCYF, OEWD, SOTA, as well as the San Francisco Unified School District’s Career Technical Education programs, on how they distribute work permit forms. Commissioners agreed to continue the research on the accessibility of work permits. Commissioners agreed to meet again on Monday, April 23, 2012 at 4:45 pm.

The meeting was adjourned at 6:24 pm.
