1. Call to Order and Roll Call

Committee Chair Ontiveros called the meeting to order at 4:36 p.m. Committee members present: Commissioner Ontiveros, Commissioner Carrion, Commissioner Holloway, Student Advisory Council member Portillo, and Student Advisory Council member Daily. Staff present: Truong, Covington (intern).

2. Approval of Agenda (Action Item)

 

Commissioner Ontiveros, seconded by Commissioner Carrion moved to add a presentation by Samara Marion, an attorney with the City’s Office of Citizen Complaints, as an item to the agenda. The motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. December 7, 2011

Commissioner Carrion, seconded by Commissioner Ontiveros moved to approve the minutes to the meeting of December 7, 2011. This motion was approved unanimously.

 

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items Below Discussion and Possible Action)

 

A. Presentation by Samara Marion, Office of Citizen Complaints on the Police Department General Order 7.01

Samara Marion, Attorney with the Office of Citizen Complaints, started the presentation with an introduction to herself and some historical and contextual background information on her work with previous Youth Commissioners. Ms. Marion gave a detailed account of the collaborative efforts of various organizations, Youth Commissioners, and the Police Department General Order 7.01.

Ms. Marion then spoke to committee members about the work of Lisa Thurau and the Strategies for Youth organization, which specializes in training police on how to interact with youth. Ms. Marion showed a short film to commissioners, entitled “Juvenile Justice Jeopardy” produced by the Strategies for Youth, Connecting Cops & Kids organization, which displayed Lisa Thurau’s work in the community.

Ms. Marion expressed interest in working to get Ms. Thurau’s “Strategies for Youth, Connecting Cops & Kids” curriculum used in San Francisco. Ms. Marion then shared with committee members that she would be meeting with Ms. Thurau this month and welcomed any committee members interested in participating in the meeting to contact her.

Committee members asked clarifying questions and thanked Ms. Marion for her time.

B. Review and update of Chair’s Mid Year Committee report

Committee Chair Ontiveros gave an overview of his Mid Year Committee report to the Youth Commission’s Executive Committee.

C. Research and work on policy priorities, including
• Resolution in support of Bayview Youth Advocates’ pledge campaign
• Debrief of Log Cabin Ranch tour
• Access to the recreational yard at Juvenile Hall

Committee Chair Ontiveros and Student Advisory Council member Portillo shared some thoughts on their visit to the Log Cabin Ranch in December. Committee members asked clarifying questions.

Committee members then dedicated the rest of the meeting to working on the resolution to support the Community Youth Center’s Bayview Youth Advocates’ pledge campaign, discussing access to the recreation yard at Juvenile Hall, and working on committee policy priorities.

 

6. Adjournment

 

The meeting was adjourned at 7:44p.m.
