1. Call to Order and Roll Call

Committee Chair Armstrong called the meeting to order at 5:22 p.m. Commissioners present: Armstrong, Persky, and Shackelford. Commissioners absent: Huey. Staff present: Truong, Yedidia. There was quorum.

2. Approval of Agenda (Action Item)

 

Commissioner Shackelford, seconded by Commissioner Persky moved to approve the agenda. The agenda was approved unanimously.

 

3. Approval of Minutes (Action Item)

 

A. Tuesday, January 17, 2012

Commissioner Persky, seconded by Commissioner Armstrong moved to approve the minutes of Tuesday, January 17, 2012. The minutes to Tuesday, January 17, 2012 was approved unanimously.

4. Public Comment on Items not on Agenda (Discussion Only)

 

Alvin Woo introduced himself as the Director of the Mayor’s Youth Employment and Education Program (MYEEP) and informed commissioners that he was there to observe and provide input during public comment of each item.

Commissioner Armstrong welcomed Mr. Woo to the committee meeting and encouraged him to provide comment whenever necessary.

 

5. Business (All Items to Follow Discussion and Possible Action)

 

A. Review committee priorities & set timeline

Commissioner Armstrong reviewed committee priorities with members. Priorities included:

Fall Semester – Research
• LYRIC, SF Youth Employment Coalition, America’s Cup, Youth Works, Youth Vote, DCYF, and more…
• drafted recommendations and feedback to America’s Cup Youth Involvement Plan & Mayor Lee’s Jobs Plan

Spring Semester
• Reso 1: Summer Jobs +
Status: passed, Elsbernd to sponsor at board and meeting with Mayor’s aides set up (Shackelford, Persky)
• Reso 2: Youth Jobs Plan in City to private sector deals
Status: Almost done, talk about it in meeting
• Reso 3: Youth Involvement Plan in city events
Status: In process/almost done, more research
• Reso 4: One –Stop centers budget
Status: in progress/research

Outreach: Summer Jobs+ awareness (especially in disadvantaged communities)

Budget Priorities (late February)
• One Stop Centers
• Efficient/effective youth employment funding
• More funding for summer jobs

Research:
• Employment for undocumented youth (connect more with other committees on this)
• Summer Jobs+ plan, stay up to date on this
• DCYF’s youth employment program satisfaction surveys

Committee members discussed the timeline for working on each policy priorities and putting together budget priorities for the Executive Committee.

Commissioner Armstrong added new priorities to the list: looking into holding a hearing about youth employment and asking the Mayor to commit to building a stronger public-private sector partnership for youth employment, and commit to finding youth employment opportunities in the private sector.

Commissioner Shackelford stated that the committee can look into how businesses can provide unpaid mentorship and job shadowing opportunities for youth in San Francisco.

Commissioner Persky asked members to still think about possibilities of paid work experience for youth in the private sector.

Public Comment:

Mr. Woo provided feedback on the committee’s priority of working on strengthening public and private sector partnerships to benefit youth employment in San Francisco. Mr. Woo shared with committee members that in 2000, former Mayor Willie Brown launched a campaign to raise money for the new Say Youth Employment for the Summer (Say YES) program. Business responded by donating over $1 million to help fund summer jobs for youth.

Committee members asked clarifying questions about the climate of youth workforce programs in San Francisco, and how it has changed in the last 10-15 years. Mr. Woo provided some historical context and encouraged commissioners to continue their own research public and private sector partnerships in San Francisco from 2000 and look into how businesses can positively work with existing youth workforce programs in the city.

B. Research & Study Session

Committee Chair Armstrong tabled this item, as time was running out.

C. Prepare for and set next committee meeting agenda

Commissioner Armstrong, seconded by Commissioner Persky moved to change the February 7, 2012 meeting time to 5:15 p.m. – 7:15 p.m. This motion was approved unanimously. The meeting of February 7, 2012 will take place at 5:15-7:15 p.m.

Committee members prepared for their meeting on February 14, 2012 and brainstormed questions.

Commissioner Armstrong thanked her colleagues for committing to the Youth Employment Committee and meeting frequently in the month of January and February.

 

6. Adjournment

The meeting was adjourned at 7:21 p.m.
