Statement in Support of File #051792 --Ordinance regulating deemed approved off-sale alcohol uses and establishing an annual fee (Anjum)

The Youth Commission unanimously supports File # 051792 DAO and commends Supervisor Maxwell for partnering with Youth Leadership Institute in advancing current laws for off-sale alcohol outlets.

This legislation is a proven model that has been effective in other cities in curbing illegal activity in the surrounding areas of businesses that sell alcohol, and above all in controlling illegal sales of alcohol to youth.

In order to curb underage drinking and its effects on young people and their communities, the Youth Commission recognizes the need for stronger enforcement as well as community input on the regulation of alcohol sales. Moreover, the Youth Commission endorsed the DAO because of its role in developing a process where communities' young people and residents have a forum to voice their concerns.

It is necessary for alcohol outlets to take responsibility for nuisances and sales that have a negative impact on the community. This legislation not only develops clear channels for a community to enforce alcohol legislation, but more importantly implements an education and outreach plan to help businesses establish good neighbor' policies and to avoid violation of nuisance laws.

We support the implementation and enforcement of the DAO because once passed, communities will benefit from having their voices heard through a hearing process where they can give testimony on how a particular business is impacting their community. The DAO is a proven process by which all community members, especially young people will have the power to voice their opinions and experiences and be a part of a process of reducing underage drinking in their neighborhoods and keeping their communities safe.
